This presentation includes a summary of IDOT’s Bicycle and Pedestrian Accommodations policy. The training will go into detail on policies, warrants, design considerations and proper documentation practices for inclusion of active transportation facilities in State led roadway improvements in compliance with IDOT’s Complete Streets policy.

In-House Studies Unit Head / ADA & Bicycle Coordinator

Mr. Carlos Feliciano is a Transportation Engineering Supervisor with over 22 years of experience in highway and bridge construction, as well as the development of contract plans focused on Preliminary Engineering and Environmental Studies in accordance with federal NEPA regulations. He has successfully secured Design Approvals for more than 200 improvement projects, including traffic signal installations, interchange reconstructions, modern roundabouts, innovative intersection designs, and bridge and culvert rehabilitations and replacements.

Since 2015, Mr. Feliciano has specialized in ADA accessibility, compliance, and training, and currently serves as the District’s ADA Coordinator for the State Highway System in the Chicagoland area. In 2021, he earned his ADA Coordinator Certification.

In addition, Mr. Feliciano has served as the District’s Bicycle Coordinator since 2017, where he provides guidance, training, and oversight for the design and implementation of bicycle facilities as part of Complete Streets and multimodal initiatives on the State’s highway system.
