Please join IDOT for a training class associated with all of the key support aspects associated with phase 2 project delivery. It is critical for industry to understand Phase 2 as a complete package as there are a lot more elements than just plans and specifications that are required to successfully deliver a project to letting.

Who should attend?
This class is intended for Phase 2 project managers, project engineers, and designers involved in delivering IDOT led projects to the letting. Key aspects associated with delivering and managing a project will be explained to help industry better understand requirements and procedures.

Key topics covered:

Pavement Design – Explanation of how to do a correct pavement design submittal and understanding Transportation Asset Management Requirements and alternative bidding.

Environmental Survey Request – Explanation of the latest requirements on an environmental survey request submittal.

Regulated Substances – Understanding regulated substance requirements and how to complete a PESA response correctly and how to incorporate a PSI.

Estimating – Understanding the letting schedule, submittal requirements, lump sum items. How to set up correct summary of quantity columns with correct funding, and how to avoid common errors in the SOQ such rounding errors/transfer errors.

Railroad – Understanding the importance of railroad coordination including but not limited to construction and maintenance agreement, flaggers, liability insurance, ICC coordination, petition for eminent domain, and the rail safety program. 

Agreements – Understanding what information (such as prefinal costs with agency participation outlined) needs to be provided to initiate a local agency agreement. Understanding the Phase 1 letter of intent importance and how it translates to phase 2. Understanding importance of IDOT new utility conflicts in phase 2 and bringing it to IDOT’s attention immediately so local agency coordination can begin. IDOT’s preference for the local agency to relocate utilities on their own and challenges in incorporating utilities into IDOT contracts.

Utility coordination – Understanding why utility coordination is important.  What is needed for 60%, 90%, 100% submittals. Tools that the utility unit uses (SUE, GIS, SOU), and how to complete a Status of Utilities (SOU) spec.

OUC Coordination – What is OUC and when is an OUC review required. What types of contracts require OUC review. What info is needed and the OUC review cycles. DEEFP excavation process. Resubmittals of the OUC and markup requirements. Permit issue authorization. Phase 2 and phase 3 expectations.

Detours – Discuss the Purpose, requirements, process, timelines, best practices, meeting minutes, latest policy updates, and examples of the detour approval process.
